Creating a Record Manually
Manual records are created when an agency makes a selection outside of the USA Staffing system, for example, direct hire of a veteran or a Schedule A appointment.
You must create a Request in order to create a manual record. The Request initiates the hiring process and serves as the authorization from your agency to fill a position. A Request is equivalent to a SF-39, SF-52, or your agency's internal approval document to fill a position.
